AI Capitalism: DeepSeek Secures $15 Billion Amidst Regulatory Headwinds

A massive new funding round for the Chinese AI firm signals investor confidence despite fresh U.S. government restrictions on its technology.

The tension between geopolitical caution and aggressive capital deployment has reached a critical flashpoint in the artificial intelligence market. Just forty-eight hours after the United States mandated that federal civilian agencies strip DeepSeek’s software from their systems due to security risks, the Hangzhou-based startup reportedly closed a funding round of approximately $15 billion. This sum, equivalent to roughly 100 billion yuan, stands as one of the largest capital raises in China’s history, according to Bloomberg.

The influx of cash highlights three key dynamics shaping the current AI landscape. First, the investor base for this round includes major Chinese tech and industrial heavyweights. CATL, a leading battery manufacturer, and Tencent, the corporation behind the WeChat messaging platform, are among the entities reportedly participating. Their involvement suggests a broad coalition of domestic support for DeepSeek’s expansion.

Second, this latest round follows a pattern of rapid valuation growth. In June, DeepSeek raised over $7 billion at a $50 billion valuation. By July, reports indicated the company was seeking an additional $1.5 billion at a valuation near $71 billion. These figures position the startup for a potential initial public offering in China as early as next year, signaling a maturing approach to capital markets.

Third, the company is directing this capital toward heavy infrastructure spending. DeepSeek is investing in AI infrastructure and open models to serve both domestic and international clients. This strategy aims to sustain its competitive edge even while navigating the new constraints imposed by U.S. regulators. The aggressive spending is also likely to intensify competition among other domestic AI rivals in the region.

This transaction is part of a broader global trend where investors are pouring billions into AI firms to secure positions in the competitive race. Other Chinese players have seen similar financial momentum. Moonshot AI, the developer of the Kimi model, secured $2 billion at a $20 billion valuation in May. Manus AI raised over $500 million earlier this month. Furthermore, Zhipu AI and MiniMax, which both listed on the Hong Kong Stock Exchange in January, currently hold market capitalizations of roughly $29 billion and $7.2 billion, respectively.

DeepSeek was established in 2023 by Liang Wenfeng, a former co-founder of the quantitative hedge fund High-Flyer, which provided initial funding. The company captured global attention in early 2025 by releasing a free, open-weight reasoning model that challenged the dominance of American AI providers. Following its earlier funding activities, Liang retains an estimated 81.6% stake in the company’s Chinese operating entity, according to data from WireScreen. The startup did not immediately respond to a request for comment on the new funding details.

Market watchers are now monitoring how this substantial capital will be deployed over the coming quarters. With a significant stake held by its founder and support from major industrial partners, DeepSeek is positioned to leverage its resources against both domestic and international competitors. The juxtaposition of the U.S. ban and the massive raise serves as a stark reminder that the AI market is driven by financial scale as much as regulatory policy.
